Financial guidance and support

HQN's finance consultancy team, in addition to providing consultancy support, training and project development, also carries out primary and secondary research and benchmarking in key finance areas such as financial modelling and strategy, options appraisal, value for money (VfM), self-financing, HRA, new build and business planning. For example:

  • We have carried out research for both individual clients and regional and national governmental bodies including CLG, the former ODPM and the Audit Commission. Our research has covered key issues such as evaluating management and maintenance of council housing, Annual Efficiency Statements and value for money
  • We have undertaken financial reviews and modelling exercises for ALMOs, local authorities and housing associations and carried out a number of stock options appraisals
  • We have been working with a consortium of east Kent local authorities on a major joint efficiency project aiming to create synergy and economies of scale through joint working
  • In conjunction with HQN's strategic housing services team, we have completed a research and evaluation project on behalf of St Basils through the HCA Innovation and Good Practice programme on the housing options available to vulnerable young people. Our research, qualitative review and financial appraisal of the options provided recommendations for change at a national, regional and local level

  • We are working with CLG on the ongoing national HRA Subsidy Review
  • We led the research work for CLG's review of self-financing with the six pilot authorities on the future of the housing finance and subsidy systems, and on what self-financing might look like within the local context. We have been promoting the outcome to a very wide range of stakeholders and will be exploring further options as a result later this year.
